calls North Eastern States meet after projects under Development Initiative for
North East Region are stuck
What's in the news?
● Recently
the Ministry of Development of North Eastern Region (DoNER) convened a meeting
with the Chief Ministers of the States in the region regarding the hurdles in
implementation of the projects under the PM-Devine scheme.
Prime Minister’s Development Initiative for North
Eastern Region (PM-DevINE):
● It
was announced as a new Central Sector
scheme, with 100% Central funding, in the Union Budget 2022-23 with initial
list of seven projects and an initial allocation of Rs.1500crore.
Scheme Period: 4 Years (2022-23 to
2025-26)
Nodal Ministry: Ministry
of Development of North Eastern Region (DoNER)
Objectives:
● To
fund infrastructure convergently, in
the spirit of PM Gati Shakti.
● To
support social development projects based on felt needs of the NER.
● To
enable livelihood activities for youth and women.
● To
fill the development gaps in various sectors.
Significance:
● PM-DevINE
will lead to creation of infrastructure, support industries, social development
projects and create livelihood activities for youth and women, thus leading to
employment generation.
Concerns:
1. Delay in approvals:
● The
total approved outlay for PM-DevINE scheme for the period 2022-23 to 2025-26 is
₹6,600crore. But only nine projects worth ₹855.85crore had been approved so
far. Several project still pending for the approval from the centre.
2. Law and order situation:
● Prevailing
law and order situation in north eastern states like Manipur has created
hurdles in taking up new projects under the scheme.
