The Integrated Fertilizer Management
System (iFMS) has entered a new phase with digital initiatives aimed at
improving fertilizer availability, supply-chain transparency and data-driven
monitoring
Highlights:
About Integrated Fertilizer
Management System (iFMS):
1.
iFMS is described as the digital backbone
of fertilizer management in India.
2. It has
been developed and technically supported by the National Informatics Centre
(NIC) for the Department of Fertilizers.
3. It
digitally connects major stages of the fertilizer ecosystem — production,
imports, movement, stock availability, retail sales and subsidy processing.
4. It
covers more than 14 crore Aadhaar-linked fertilizer buyers and over
2.5 lakh retailers.
5. Dashboards
allow fertilizer production, imports, dispatches, stocks and retail sales to be
monitored at national, State, district and retailer levels.
Linking Fertilizer
Transactions with Farmer & Farm Data:
1.
iFMS has been integrated with Meri Fasal
Mera Byora (MFMB) in Haryana, while subsequent integration work has
been undertaken with AgriStack.
2. These
integrations enable fertilizer transactions to be linked with farmer, land
and crop information.
3. Combining
agricultural and transaction data can help understand fertilizer
requirements and consumption patterns more accurately.
4. Analytics
can examine fertilizer purchases according to buyer categories,
landholdings, crops, districts and fertilizer types.
5. This
represents a shift from simply recording fertilizer sales towards data-driven
monitoring and informed decision-making.
Framework for Fertilizer
Sale (FFS):
1.
The Framework for Fertilizer
Sale (FFS) integrates a mobile app-based fertilizer booking system
with the existing iFMS Point of Sale (PoS) ecosystem.
2. Farmers can book fertilizers using their AgriStack ID, following
verification of land and ownership details.
3. A QR-based booking is generated and accessed through the PoS
device, allowing comparison between the fertilizer required and the quantity
actually purchased.
4. The framework enables analysis of:
i.
Fertilizer consumption per
hectare
ii.
Consumption across landholding
categories
iii.
Crop-wise and product-wise
fertilizer use
iv.
Booked requirement versus actual
purchase
5. It is being implemented in a phased manner, providing an
additional verification and analytical layer between AgriStack and iFMS.
6. The framework aims to enable genuine farmers to obtain fertilizer
according to their assessed requirements, while improving transparency in
fertilizer sales.
Digital Monitoring of
Fertilizer Supply Chain:
1.
The Vehicle Location Tracking System
(VLTS) strengthens digital monitoring of fertilizer movement.
2. It
links dispatch information with vehicle-location data, allowing
fertilizer consignments to be tracked while in transit.It can help identify
delays and unusual movement patterns.
3. Integration
with Goods-in-Transit, dispatch and stock information provides
administrators with a more complete view of fertilizer movement from dispatch
to destination.
4. This
can improve monitoring of both fertilizer movement and its eventual
availability at the intended location.
Digital Fertilizer Subsidy
Management:
1.
Fertilizer subsidy payments under iFMS are
linked to actual fertilizer sales recorded through the PoS network.
2. From 1
January 2026, further work was undertaken towards electronic processing
of subsidy bills and integration with financial systems, including PFMS/e-Bill
processes.
3. Digitisation
reduces manual intervention and improves the traceability of subsidy claims and
payments.
4. Random
verification and analytical checks are also being introduced for
greater scrutiny of DBT-related bills and transactions.
5. These
measures seek to make fertilizer subsidy administration more efficient,
transparent and auditable.
Significance:
1.
Timely Availability: Better monitoring can help identify emerging supply situations and
improve fertilizer availability to farmers.
2. Transparency: Digital tracking from fertilizer
movement to retail sale and subsidy processing strengthens supply-chain
visibility.
3. Targeted Management: Linking fertilizer
purchases with land, crop and farmer information enables monitoring in an
agricultural context.
4. Efficient Subsidies: Electronic
processing and verification can improve traceability and auditability of
fertilizer subsidies.
5. Data-driven Governance: Integrated
dashboards and analytics enable policymakers to understand where fertilizer is
available, how it moves and how it is consumed.
6. Digital Agriculture: Integration of iFMS,
AgriStack, PoS, QR-based booking and VLTS illustrates the growing use of
digital infrastructure in managing critical agricultural inputs.
