The Start-up Village
Entrepreneurship Programme (SVEP) has significantly expanded rural
entrepreneurship, supporting 4.32 lakh rural enterprises across the
country.
Highlights:
1. Background:
Start-up Village Entrepreneurship Programme (SVEP) was
launched in 2016 as a sub-scheme of the Deendayal Antyodaya Yojana –
National Rural Livelihoods Mission (DAY-NRLM) to promote non-farm
enterprises in rural areas through training, finance, mentoring, and
institutional support.
2. Objective:
To promote sustainable livelihoods and self-employment by
supporting rural households, particularly Self-Help Group (SHG) members and
their families, in establishing non-farm enterprises.
3. Beneficiaries:
The programme prioritizes women, SCs, STs, OBCs,
minorities, persons with disabilities, and first-generation entrepreneurs,
ensuring equitable access to entrepreneurship opportunities.

It provides financial assistance,
business management training, soft-skill development, mentoring, banking
linkages, and convergence with government schemes to support the establishment
and growth of rural enterprises.

Implementation: Through
State Rural Livelihoods Missions (SRLMs) in collaboration with Block
Resource Centres–Enterprise Promotion (BRC-EPs), Community Resource
Persons–Enterprise Promotion (CRP-EPs), Self-Help Groups (SHGs), banks, and
Community Enterprise Funds (CEF) to facilitate enterprise development.

It is monitored through quarterly reviews,
periodic assessments, and a centralized Management Information System (MIS)
to track enterprise performance, fund utilization, and overall programme
progress.
7.
It promotes community-led entrepreneurship
by generating employment, strengthening local economies, reducing poverty, and
advancing the vision of a self-reliant and developed India.
